Are you trying to delete the bulbs or just the " HUE HUB " device ???
You should only be going in the IDE and deleting the HUE HUB device which shouldnt say its been used by anything, mine is used by 7 smartapps and linked to multiples rules and automation etc and that error never appeared . . .

How are you using your Hue Bridge in 7 smartapss and multiple rules? I didnāt think you could use the bridge for anything other than connecting the Hue bulbs. Am I missing something?
I meant my lights are part of several smartapps not the actual hub sorry - hence my confusion above about why it was saying his hub device was been used by a smartapp
I got in a right mess in the end with thisā¦trying to delete in IDE and the Appā¦It was Hue CONNECT which was locking in it in the end.
Ended up somehow with no hub and a Hue connect that wouldnt even launch to look for the hub again. just got a spinning cursor.
In the end deleted all bulbs , CONNECT and started from scratch. All working now and new bulbs can be added as well.
I suspect the problem was caused by an IP address change of the HUE bridge. Had to change my SSID a couple of weeks ago to add a NEST thermostat ( doesnt support spaces in the SSID ) and had to reboot everything a few times and reset everything up. I suspect it picked up a new IP , so although existing bulbs worked , new ones wouldnt.
This has been driving me nuts all weekend long. I added a new Hue Lightstrip PLUS to my system and could not get the ā+ā in the ST APP to recognize the HUE Bridge or the add the new lightstrip. Finally thought to search here, and found your post that solved my problem. Tracked down the HUE Connect smart app - the light popped up there and added it easily. THANKS!!
Adding the 3 additional bulbs was a pain and your advice of deleting the hub worked like a charm. I did notice that I had two of everything for my previous bulbs. All I had to do there is to go to my IDE and check which of the duplicates I could delete.
As I had rule machine on some of them, the newly re-identified (duplicate) bulbs could be safely deleted.
My Hue lights device was working but stopped suddenly. Ip was static and listed in hue device things but hue connect smart app was empty and would not discover. I Could not remove smart app with devices. I Could not delete device. I Just deleted every bulb, all schedules for my lighting, all mood cube and morning lighting routines and now when I attempt to delete the hue connect smart app from web I see error. What do I try next?

Not sure how to fix this now, the current fix for the current issues was to just delete the Hue Bridge device from whatever room you had it in and then go into the Hue (Connect) SmartApp and let it detect the bridge again.
HUEs went AWOL again over the weekend. Came back here looking for another solution, found AutomateEverythingās solution above and it worked! THANKS!!
I came here looking for a solution to the bulbDiscovery problem but no luck including AutomateEverythings solution.
I contacted support and was told that Hue bulbs were not āofficially supportedā which surprised me considering the prominence with which theyāre featured on the web page but that there was a ādedicated teamā working on Hue integration and with āperseveranceā they should work fine. Iāve questioned the diagnostic value of that perseverance. Iāve also asked why a platform thatās been around as long as Hue has (in HA terms) isnāt fully supported.
I earn my living as a software developer so I really do hate to moan without offering a solution but this current implementation is just not ready.
Iām having this problem still as well. Scoured the forums for a couple of days now and have tried everything, restarted all three devices, etc., and even deleted/re-added the hue bridge in the IDE as described above. Nothing. I have 31 hue bulbs, and just added 3 more lux. NOT about to delete and recreate everything for those 3.
Itās amazing, I had the three new bulbs added to my Hue Hub AND Amazon Echo in less than 5 minutes, but Iāve easily put several HOURS of work (and several more of thought/frustration) over the course of multiple days as I have attempted to get these 3 bulbs added into smartthings.
Iāve since looked at the code for Hue Connect and believe Iāve found the point where itās failing. Iāve forwarded that on to SmartThings (UK) support but whilst theyāre very enthusiastic I came away feeling that they were very surprised I was so bothered by Hue bulbs not working. What is so frustrating was they were working fine before hand. In the interim Iāve found Iām able to add in all the non Phoenix bulbs (regular, lux and lightstrip) which gives me control over a few of my devices.
Iām going to take a look at the Hue (Re)Connect SmartApp and see if that handles the Phoenix bulbs. Iāll update here if I get any further.
I suffered many of the issues described here and i have got to the point where i am almost back to normal
my current lights all work but the 3 new lights which I am trying to add to smarthings are visible but even when ticked do not appear in the "things"list in the app or the "Devices list"in the IDE
I have 3 bulbs (LUX) that are detected in the smart-things app but when I select them they do not appear in the device list I can seem them clearly in the HUE connect
I have removed the hue bridge in he IDE went to the app via the HUE connect the bridge re appears all the bulbs are listed if I have them all ticked
I do not see the 3 new bulbs that i am trying to add in the "Things list "and I cannot add them to any automation scripts with motion sensors via the "Smart lighting "app as they are not available for selection
I have 23 bulbs in total including the 3 i am trying to add also some other devices like motion Honeywell etc etc
so i do not want to delete everything and start again
does anyone have a fix where i can make the new bulbs visible in the Things list in app or ( Devices list in IDE ) so that i can use them
In the end I escalated my issue to SmartThings US support who were, to be fair, very quick at coming back to me. This is in comparison to UK support who were very chatty but left me with the impression they have no training for anything technical beyond ātry a rebootā.
I was fairly direct in my e-mail and the guy who responded, in essence, acknowledged that things like Hue Support had somewhat fallen behind in the scramble for new (chargeable) functionality.
The second thing he said was they would escalate to the mythical āHue Supportā but with the usual caveats of no timescales or guarantees.
So nothing has really changed. Iām at somewhat of a loss as to what to do - Iām pretty sure Iāve given a very clear indication of where the problem in the code is but Iām limited as to what more I can do with out some movement from ST.
As an added wrinkle I no longer get the BulbDiscovery error message - all 26 of my bulbs are visible in device discovery and when I select them to be added I receive no error messages - they just donāt actually get added!
Replying to myself but Iāve had an hour to look at this and Iāve now solved my problem with Hue Phoenix bulbs. I can now add, control and otherwise use the following Hue Bulbs
Hue (Extended Color Lights) - Regular Hue bulbs with Color
Hue Lux (Dimmable Lights Models LWB006 and LWB004) - White lights with color temperature
Hue Bloom (Extended Color Lights) - Color changing light strips Hue Phoenix (Downlighter Models HML006 and HML004) - Color temperature controllable downlighter.
In brief I did the following
Delete the Hue Connect App
In the IDE create a new SmartApp based on the Hue Connect App
In the getDeviceType function add the following near the end of the if / else clause before the final else statement:

Manually create device handlers for the Hue Bridge, Hue Bulb and any other Hue bulbs you might have, I added one for Hue Bloom (the lightstrip) by coping the Hue Bulb template
Manually created a Hue Phoenix Template by modifying the Hue Lux template to support the colour temperature methods
Enable OAuth support for your modified Hue Connect App
Publish it
Run the app from āMy Appsā
Will update if any further problems.
@ST Support you might consider testing this with the āofficialā Hue Connect App - Iāve a total of 1 hour with Groovy/ST Code so Im not sure if this is 100% correct but it works for me and potentially for many of your customers
@zetaadditive This should be in there starting next week, because we added support for the Hue Ambiance bulb which is the āColor temperature lightā
