I saw in a video that any Galaxy phone will see a tag that’s been flagged as lost. Is that ANY Galaxy or just ones with the Smart things app installed?

It should be any Galaxy device that has had Offline Finding enabled in the phone’s settings. It is ‘see a tag’ in the sense that the phone can detect it, but the phone’s owner won’t know.
