Are we still able to publish cloud connected device without going through WWST certification? I would rather avoid having to ship the device to get it certified.

The certification is to verify the device integration’s correct functionality with the SmartThings platform and for it to be added to the Device’s catalog.
Also, only the device’s manufacturer can certify it because of the need to ship the devices and the fee it requires.
The SmartThings Compatible option (CST) was deprecated.
So, if you would only like to share an integration, up to now, you won’t be able to publish it for others to use directly in the app or a shared channel like Edge drivers.
