If you have powered off the old v1 bridge, try assigning the ip# it was using to the new v2 bridge. Then reboot everything…hue bridge, router and ST hub. Then perform Add a Device in the Classic app.

Have you verified that the new hue bridge is on the same lan network as the ST hub?
