Ultrapro GE forced delete now won't connect

I added two new Ultrapro toggle switches to an existing two.

1 of the new switches will not connect. I initially connected it and then forced delete. It now will not reconnect. I have tried to reset the device and tried z-wave exclusion. Nothing shows up in the Samsung smartthings app. No matter what, it does not show up. Otherwise both work

Oddly the one that connected does not have the ability to control the LED light either manually or remotely.

The other new device was able to connect.
Both new ones are in the same location.

These are Ultrapro zwave plus switches.
