Is there a way to get notifications on a single device.
I’ve recently added the app to my wife’s phone so that she can utilize the functionality but not so much all the notifications that I have set up. Any advice would be appreciated.
You can remove permissions on the phone for notifications from the app.
There is also settings in the app > menu > settings > notifications that you can disable for devices but not automations. So if you wish to disable all notifications, use option 1 above 
is there a way to pick and choose which users get which push notifications ?
not that I am aware of. contact ST support and request that feature be added
