I can’t find them anywhere in Android app.
Is it because of planned migration?

SmartLighting and Smart Labs are automatically installed if you are in a supported region: you either have them or you don’t. 
If you think you should have them and you don’t, you’ll need to contact support.
SmartThings Labs feature is available only in US and KR with English and Korean languages supported.

I don’t know if they’ve ever said publicly just which regions get SmartLighting, but I know in the past people from Sweden and Finland didn’t have it.
I don’t know if this will change once the new architecture version of SmartLighting is released or not.
