Recreating old Webcore announcement automation - issues

I’m trying to use power monitor to trigger an Alexa announcement. The power plug is attached to my washing machine. However, the routine creation process does not allow what I need. It allows either “stays this status for how long”, OR “use as a precondition”.

I need it to be both, in order to set a virtual Alexa switch that will then trigger the announcement.
Is there something I’m failing to grasp?

Replacement for Laundry Monitor

You can do it in Smartthings with a virtual switch (washer running) and 2 routines. Nice. Works. I also have an od dishwasher down there; I hooked both the clothing and dish washers to the smart outlet, and built the announcement accordingly.

All my virtual switches will need to be Alexa compatible from now on
