My first guess is you have not finished the If section.

What @jkp said… Automations need a trigger (the if section) and actions (the then section)
If you don’t need a trigger and just need to set lights. Use a scene instead…

Either nothing set in the IF side or all preconditions set.
Final thought - if you did complete the IF section, you forgot to type the Automation Name in the field for it or you removed it 
I was just editing an Automation name and when I removed all the characters, I noticed the Done button disappeared. Typing in the new name restored the button.
Doubtful this is your situation.
Ah. SmartThings calls those “quick actions”. What kind of device is this? A button or switch?
