My monitoring rules were auto migrated into this new custom monitors.
But now the enable button is greyed out and cannot be set to oin.
Is it my environment or for everyone?
Unfortunately, those are gone for everyone. They were left over from the 2015 version of the Smartthings app. The custom feature was removed in the 2018 version of the app, but people who had already set them up in the previous version still had them. Now, though, they are gone for everyone. 
You will have to re-create them using routines.
