The only difference is the motion sensor L and R. But the same kind of sensor and the same Edge driver!
I am not sure. try deleting it and creating a new Routine.

Deleted it, added it, put it back in all the routines. Still shows as cloud operated.
But when I use this motion sensor and a other light
“IF motion sensor detects motion THEN turn on light”
that one is executed local!?!?
Check the devices again
