Unable to register Aeotec hub

I finally managed to snag an Aeotec V3 hub off eBay, but I’m having problems registering it. I did a factory reset and all the light sequences were correct, so I’m assuming that was successful. I then followed the steps to pair it to my app and initially things seem to be OK–it shows up in the app, but then there’s a page called “Registering your device” and it says that its downloading updates. The problem is that it get stuck on this with a spinning circle and 0% download, and eventually times out with a “Something went wrong” page. It’s connected via ethernet and my router confirms that an IP address has been assigned (I also tried swapping ethernet cables.)

I’ve run through this process 3 times, with the same result each time. I fear that I was sold a defective hub, but before I give up does anyone have any insights or suggestions?
