All who have successfully managed to pair Ikea bulbs, are you using the Classic App or the new Smartthings App?
I have a 1000 lm bulb which is easy to get to the pairing mode. (After 6 on/offs its brightness starts to increase/decrease in a slow cycle. After about a minute it will go back to full brightness.)
The issue is that the hub doesn’t find it. There are no related messages in the event log and both the Classic and the new app report that they’re unable to find the device.

2 of my Ikea lights connected to Philips HUE stopped working after a power loss due to a broken wire (which probably caused an inductive Voltage increase). I was not able to reset them until I read your post. Works perfect!

Agree with the above comments - just had a bunch of trouble resetting the plain white bulb but the solution by @AnubizDK above worked!

Just wanted to add: For some weird reason it works straight away if I make sure the bulbs are cold before I do it. 
This worked for me too!
