Smarttag 2 stuck on "before using this tag" on wife's s10e

I’m trying to help her add one so she can keep track of her car keys, but when we try to set it up, it remains stuck on the “before using this tag” screen and we can’t get past it. Can’t use the tag, update the firmware, nothing.
