Play Sonos on arrival IF TV not on AND time between x and y?

I would like to have my Sonos start playing a specific Sonos favorite when we arrive home. However I only want it to happen between X am and Y pm. In addition, I don’t want it to start if the TV is on, which I have this setup as a virtual switch that Harmony turns on when certain activities are executed.

Any idea how I can do all this? Can CoRE do this? I haven’t loaded it yet - I use the SmartRules app currently However, it can’t pick a specific playlist like Mood Music can.
