Lag caused by September 2016 Hub Update

If there are Hue bulbs involved, there’s a known issue that engineering is looking into:

New Hue delay

Is any else experience a delay with Hue (3-6 seconds). It’s not ST as I get the same delay with the hue app on my phone. I’ve restarted both hubs. There also appears to be more of a delay turning off than on? Any ideas?
