Installing Netatmo Connect SmartApp Code

Since Netatmo Connect has been officially discontinued, I need to install the SmartApp code through the Graph API. Do I need to install each portion of the app under SmartApps, or does any of this go under device handlers? I installed it and logged into Netatmo, but it’s not finding my two sensors from my Netatmo which is strange.
