Can't reset or add Wemo Bulb

I initially had my Wemo Bulb connected to ST and was able to control it properly. However, I removed it from the app and now am having problems adding it back. I’ve tried the manual turning the bulb on/off reset but I can’t get it to reset (it won’t blink) and I still can’t get ST to find my bulb with the app. Any ideas?
