Can the Smartthings Hub(v3) connected wirelessly be used as an access point? My hub is connected via WIFI, leaving the LAN port open. Could I use that port on the hub to connect a non-wifi device, in effect using the Hub as an access port?

What you describe is a WiFi bridge. No. it cannot do this.
