I receive this message despite my iPhone and frame tv being connected to the same network. This worked briefly a week ago and then stopped working. All other elements of the Frame TV work, including streaming content from the internet and display of internet sourced art.
This can occur if your router has two WiFi networks, one for 2.4 GHz and one for 5 GHz, and both networks share the same SSID.
You should also ensure that client isolation is disabled, and it is generally a good idea to assign your clients a static, fixed IP address instead of a dynamic IP address.
