Several people have done different projects of this type.
I wouldn’t describe it quite the way you did, it’s not about smartthings “controlling” the computer. It’s simply about triggering services that are run on the computer. But there are a number of ways to do that.
Here are three different examples using Three different operating systems.
HAM Bridge is a Mac app that lets you execute scripts (AppleScript, Automator workflows, Shell and Python) by issuing a simple HTTP GET request using a single parameter. You can check it out now via my G+ community .
Over the weekend I will be posting a SmartApp or two that will send commands to the bridge on your local network based on various SmartThings triggers.

For a LONG time now I’ve been trying to make a smart home for as LITTLE money as possible. Unfortunately, that’s VERY hard to do unless you know how to make all the stuff on your own. I’m not a coder or an engineer…but I’ve got an awesome imagination and problem solving skills. Here’s how I’ve made my small two bedroom apartment…SMARTER than all the rest:

Smart Things Starter Kit (I want to add more, can’t afford it at the moment)

Philips Hue Lights (Six lights total, also want more, can’t afford it)

Well… released on Google Play and on the website. SmartThings hasn’t approved the device handler or SmartApp yet.
But…
Do you want an easy way to announce events - with speech or with chimes and alarms?
Do you want to have such announcements handy while you’re not home - e.g. a chime when the front door opens on your cell phone?
Does buying a Sonos system or dedicating a computer to VLC Thing seem like overkill to get sounds out of SmartThings?
Then perhaps LANnouncer (formerly LANdroid) is the solution. LANnouncer enables SmartThings to talk on Android devices running Lollipop or higher, via LAN (local network) or via SMS.
