Here’s a response I got back from a smartthings tech- he acknowledged what we all know- the instability of time based events:

You’re actually able to do this yourself now by logging into https://graph.api.smartthings.com with your SmartThings account. Select My Locations > Select List SmartApps > and then Select Update on the effected SmartApps/Routines.
