This is no longer true with zwave plus.
More importantly, though, the protocol you describe only works if every device is within one hop of the hub. If your top floor far corner is more than one hop from the hub, it cannot be paired in place without a repeater.
Also, for most devices which are already wired in place, a minimote can be used for exclusion/inclusion. You shouldn’t have to carry a hub up three floors.
