Can i connect my smartthings hub to an hotspot from my phone and use it same as regular wifi network
I don’t believe the hub will be able to tell the difference between the Wi-Fi from a router, access point, or phone. The issue will be that when the phone is not at the same location as your hub or is not in hotspot mode, your ST devices and hub will go offline. And since the phone will supply the Wi-Fi necessary for the hub to connect to the ST cloud, you will not be able to control any devices remotely with the ST app if the hub is disconnected.

Can’t say for certain, but logically there shouldn’t be a reason that it won’t work. I’d be concerned about the reliability of the Internet connection since ST has a high reliance on connectivity to its cloud.
It will only zigbee products, so it must run ofline its scènes i read on the internet. right?
Routines for devices run locally on your hub as long as there are not triggers or actions that are dependent on the cloud. For example, a Routine that references Member Location as a trigger or performs a push Notification as an action, cannot be run locally. Additionally, your hub checks in periodically and the longer it is unable to communicate with the cloud, the less reliable it is likely to become.

My personal preference would be to use a travel/portable router as not only is that likely to give you a fully featured Wi-Fi complete with reserved IP addresses etc, but it is likely to give you an ethernet port too so you can have a wired network.
You would then connect the travel router to a phone hotspot, or any other wireless network that is available wherever you are, while also probably having the option of an ethernet connection or a USB cellular modem too.
