I would also definitely want those to be active all the time. Just because I am home does not mean I would not want to be notified if there is a water leak.

I have water sensors and a valve through SHM. The sensors report wet even if SHM isn’t armed. However, the last time I tested it (several times) SHM will not close a valve if you did not dismiss a previous leak incident. Seems silly to me.
