I haven’t had to do it in a while and I don’t see that we can monkey with Network ID’s anymore.
How can I replace a failed device with a new one and be sure the new one takes all the old devices automations and such.

You can’t do that anymore.
Exclude or force delete the defective device. Then go into automations and the affected routines will be marked. Open the affected routines and there will be placeholders for the deleted device.
