I’m looking for a driver / app that will allow my( brand linked ) matter rgbw or rgbtw lights bulbs to auto rotate the colors any help would be appreciated thanks
As far as I know, there are no custom edge drivers for matter. Everything uses the stock drivers.
What exactly do you mean by “auto rotate“? You may be able to do it with an automation.
Also, what’s the brand/model of the bulbs? The features do vary somewhat. 
Oh, we should also say that this forum is for people who are using the Samsung smartthings ™ home automation platform so all of the questions and answers are assumed to be in that context.
Here’s a link to a community FAQ on what you need to use matter with smartthings, but at a minimum, you will have to have a smartthings/Aeotec hub to act as a matter controller.

These do say Matter certified and do come with directions for linking to all of the major smarthome platforms including SmartThings so they should work fine.
As far as doing what you want to do in SmartThings you would have to create routines to do this. SmartThings would only be able to control on and off and color and not randomize it without routines.
Linkind also has a smart app that you could also pair them to and do some more of the random stuff you want. You could also pair them to Alexa and that may have more of the functions you want.
The bulbs can be paired to more then one controller at the same time.
