Light not dimming

currently i have my kitchen lights set up with four TOGGLED Dimmable led tubes (link below)

Im controlling the lights with a GE Z-Wave Plus Smart Lighting Smart Dimmer Switch Model # 14294

The lights work but do not dim. I get an option for the dimming feature and can lower it all the way down to 1% but does not dim. once it get to 0% it turns off.

I’m having the same issue. I had been using an Insteon dimmer that did successfully dim, but flickered occasionally. That switch failed, so I’m trying to move over to zwave or zigbee. Were you able to find a working dimmer?
