I check on different website but none was clear if the Z-wace outlet Receptacle from Leviton ot GE can be use outdoor. It will be in an Receptacle case something like that https://www.renodepot.com/en/weather-box-0480419.
Can the Z-wave also survived and work on winter with -20 degree Celsius?

They are not engineered to operate outdoors. In the US they would not meet safety codes for outdoor use in most places even if they are in an enclosure box like you show. I don’t know about Canada.
Instead, people get the GE plug-in which is designed for outdoor use and use the same kind of enclosure box with that, although you may need to get a bigger enclosure box to have room for the plug.
GE does make an outdoor direct wire 40 amp heavy duty switch device which people use for pumps or swimming pools, but it is very expensive and probably not what you were looking for, but I just wanted to mention it.
