How to auto dim a switch, but only if it's already on

I’m using Smart Lighting to turn on/off specific lights when I activate “Watch a Movie” from my Harmony. I’d like to the routine to check the status of the kitchen lights, and, if they are currently on, dim them to x%. If they are currently off, do nothing.

Smart Lighting will turn them on to a set %, but doesn’t seem to be able to check their status before moving forward. Any suggestions?

There is no way for Smart Lighting to do that. The only suggestion I have is to use webCoRE to accomplish it.
