Sorry, I do not follow. The page advertises a $20 off the regular price, which is $129, thus bringing the final price to $109. If you use a Lowe’s credit card, you can get an additional 10% off, I guess, which would bring the price down to $98, but it’s still not $89 as you posted. What cash back rebates are you referring to?
