I have an Ecobee and would like to write a rule that turns my air conditioner off when the outside temperature reaches 65゚ while keeping the fan on.

If you install the smartapp Ecobee Suite you can use one of the smart helpers to make this work:
ecobee Suite Smart Mode : Enhanced Child Helper SmartApp that will automatically change the thermostat(s) Mode (Auto, Cool, Heat, Off, etc.) based on an external (outdoor) weather temperature.
