I may not be understanding what you are trying to achieve.
You can have Alexa read back your shopping list if you ask the device itself. “Alexa, what’s on my shopping list”
You can use IFTTT - if you want an email sent Each time you add something to the shopping list there is a recipe (I don’t know if you use gmail, if so) here is a link for that Explore Integrations - IFTTT
You can also send list to evernote or a slew of other options.
IF you are just trying to get the list when you are not near the device (say in the store shopping) you can open the Alexa App and the list is in the app.
Maybe these will cover what you are trying to do - or you can explain what else you are wanting it to do, and go from there.
Yes I understand now. I have reached out to Amazon Evangelist and waiting for a reply to your question. I have access to US side - not UK (sorry). Hopefully I can get you a work around / answer / solution.

My hope is that this would also help enhance functionality for everyone as well, if we can somehow extract the shopping list then Echo users with ST will also have more flexibility as well than the basic IFTT integration.
For example, we could then use custom phrases (name set as virtual switch) using Ask Alexa smart app. Name a virtual switch email shopping list, say ‘Alexa, email shopping list’, virtual switch is activated then IFTT rule fires emailing the list.
I believe the current US setup only allows email when you ask the echo what’s on your shopping list
So I had an email yesterday from Amazon asking if I wanted to move my Echo over to the UK servers due to me being a UK customer after me having an Echo pre launch in the UK. Nice touch.
But no not yet not enough to push me over yet. IFTT needs to be supported first.
