Dog House Window Unit

I am going to have a ze wave switch by the back door so when we leave for over 6 hours and leave the dog out I can turn on the switch which powers the z wave outlet that window unit is plugged into.
The part I cant figure out is I need to control the temperature in 10-15 degree differential. Its Houston heat in a dog house. So Come on at 90 of at 75. Other wise unit will just come on off on off if use conventional thermostat.
Or once switch is on and powers unit with the outlet it runs for 10 minutes off for 20 on for 10 off for 20.

Any one have any Ideas and how to make this happen I am stuck other than using just a timer.

Finally solved and completed… CT100, 2, 24v 12 amp switching relays, a 24 volt transformer.
Leaving heater and A/C on by there thermostat the CT100 controls right outlet for heat 350watt and left outlet the A/C.
