If you are using the Hue hub, the current official integration does not expose that switch, but there is good news coming: Hue plans to update its existing hue hubs with a firmware update by the end of October, and it’s likely that at that point, they will be exposed to smartthings through a stock matter edge driver if you do have a smartthings hub. No custom code required. (But that method won’t work if you don’t have a SmartThings hub.)

The problem I am seeing now is that although this Hue wall switch module is a “switch” it’s being treated like a “button” similar to the Hue “dimmer switches” meaning there is no on/off activity. I don’t see anything in the Settings of the driver to change that.
Is there another Edge driver that handles this?
Technically, it is a button: that’s why you can get three scenes from it. It’s not a binary state on/off switch. It’s a Zigbee 3.0 non-color controller.
You should be able to set it up so it acts as a switch, but I’m not sure of the details with smartthings.
According to the edge driver thread I already gave you, the edge driver should give you the following options when you first set it up:
Did you choose single rocker? That should give you the equivalent of on/off.
