Unfortunately, no. At the present time there is no custom code which can operate locally that match this use case.

However, this is a common need, and there are smart plugs you can buy that can handle this situation. They are usually standalone Wi-Fi devices. They can recognize when the Internet is not available and then reboot after certain period of time. They don’t integrate with smartthings, but they do solve the need for many people.

Or you can just go straight to the following thread, which lists several of the more popular devices. I know the 3G brand does offer their switch in a number of European formats. I’m not sure about the other ones.
