Add SmartApp is not available as an option in the NEW Apps

Any idea where the Add SmartApp option went? I have developer mode activated but all I see is Add scene and Add routine.

When you click adds routine there are 2 tabs at the bottom. Custom and Discover. The Discover tab let’s you add a SmartApp. They really hid it.
