With all these new updates to ST coming up, will modes ever be able to run locally?

If you mean changing modes then they run locally already.

Can things like changing from away to home and disarming work without the internet?

I believe it will depend on how you’re triggering the change.

The app communicates with the SmartThings cloud which in turn communicates with your hub. Using the app to change modes requires working Internet. That would include using phone as a presence sensor.

How are you changing modes and STHM states?

Home, away, and what ever modes you have will change locally. STHM is not locally run. When IDE goes away I don’t know how to create new modes.
