I use one reliable Zipato Zwave Siren which runs on a battery

and several (older) Samsung Smartthings Zigbee sirens [F-SRN-ZB-VF1] which were sold in Europe as part of a Vodafone “HomeConnect” package/deal. They do work without the Vodafone connection.
You may find them on ebay or similar market places for a small price and they work flawlessly for me for years.
They are not as loud as the Zipato device, they do have a silent (stroboscope) alarm as well AND -because they have to be plugged into a socket- work as a Zigbee repeater as far as I know.
