Using CoRE or SmartRules app

Hi
I’m a total noob here and will be buying a SmartThings hub and associated devices shortly. In perusing the forums, I’ve found that customization can be done by Core or SmartRules app (is this correct?). Are there other ways? Is one better than the other?
