Complex routines?

Back in the old days I used Rule Machine with ST, then webCore, but for quite a while now I have just been creating simple routines in the new ST app. What ways are people using these days to create more complex automations? For example, when the tv status changes, if it’s on send me a message ‘tv is on’, and if it’s off send me a message ‘tv is off’. Right now I am using two routines to do this.
