Trying to install ST-Community-Installer. Getting "Network or server error occurred. Try again later."

As the title says, I am trying to install ST-Community-Installer. Getting “Network or server error occurred. Try again later.” what I try to add the SmartApp. It does appear in the list of SmartApps installed, but whenever I click on it in that list, it says “Network or server error…” again.

I’m fairly new to SmartThings, so I’m not sure what information would help troubleshoot the problem.

Any suggestions?

in IDE, does the smartapp show as Published?
