Smart bulb power-on programmable options

I just bought 4 zigbee ThirdReality ZL1 Smart Color Bulbs. One thing that sold me was that they had a programmable option for “STARTUP ON/OFF” which also included TOGGLE and PREVIOUS, at least with the Smartbridge MZ1.
Does anyone know if this can be done on my SmartThings V2 hub?
I’d really like to have the bulb revert to the previous state. It’s annoying to have a very short power outage and have the bulb turn on.

I actually prefer it that way, because in case of an emergency or if your Zigbee network/hub is down, you can still operate the lights manually.

In case of a power outage, my lights are automatically turned off minutes after the power is restored. That’s how I do it:
