Philips hue and zwave switch

I am planning on moving my house to hue but I have some questions first.
Firstly, if there is a power cut all of the light will go back on which is an issue, can this be prevented?
Secondly, I would like to use a zwave switch with the hue bulbs. To do this I guess I could create a rule that if hue bulb turned off, turn off zwave switch. But how will I do it if I want to turn on the lights using the hue app and the zwave switch for that bulb is off?

You can’t.

As for what to do if the power goes out, as you mentioned, most smart bulbs including hues will come back on to full power when the power is restored.

One community member has written a smart app which monitors an individual bulb and if it comes on, it then restores all the smart bulbs to their previous state. So they do come back on, but only briefly.
