Looking for someone to write code for me

I’m looking for someone to help me code a smart app.

I currently have a sprinkler system setup at my house and can automate it using a GE z-wave plug. To explain further… The water is always on. When my GE switch is turned on, the pump valve opens, allowing water to pass through.

What I’m needing is an app which allows it to turn on only if it ISNT supposed to rain.

Does that make sense?
