Is there a reason why Tizen hubs can't be joined with ST hubs on Thread network?

I thought that they’re using same credentials as other platforms do, but they don’t share.

Is this a bug, or there’s some kind of way to join the network?

Someone more knowledgeable than me can answer the technical side but I have found the SmartThings thread network closed off from other vendors.

I heard that thread 1.4 provides easier TBR joining. But aside this, ST hubs should join same network as far I know.

Being able to share credentials to join a existing network has existed since Thread 1.3. What Thread 1.4 adds is a method to request the credentials if the normal methods are not available.

SmartThings doesn’t join other networks on purpose, the official reason is stability which could be true since sometimes having multiple TBRs is worse.

You can, however, make other TBRs join SmartThings, but it’s a bit convoluted, using the Home Assistant companion app to set SmartThings as the preferred network and store the credentials in the phone and then setup the other TBRs that hopefully will read the credentials from the phone and join the SmartThings network. I tried once, but then it was Google Home not wanting to join, but that’s another story…
