Yes to both IF all the devices are eligible to run locally and there aren’t any special conditions which still require cloud handling.
Anything done manually in the app will always require the cloud.
But if you already created the routine while you had cloud access and now it is stored on your hub, it will be able to run even if you are not connected to the Internet.
For example, if you had a routine so that when you press a battery powered button, a light switch turns on, and both of those devices were eligible to run locally, then that would still work.
My question would be, if ST has a server issue or outage or whatever, would my locally routines and automations etc , lights etc all still work as they should?

So it’s the same answer: it depends on the details.
Some devices are eligible to run locally. Some are not.
Some routine features are eligible to run locally. Some are not.
For example, If you use a Meross smart plug, that currently requires an internet connection. So any routine with that device will not work locally.
Someone else will have to tell you which routine features require the cloud. It changes from time to time and I haven’t kept up.
Here are some that required the cloud in the past:
Changing the STHM mode.
Certain change of state conditions (“remains”)
Some timers
Geopresence

Also, All notifications require the cloud.
The app itself requires the cloud for anything you’re going to do that starts with “Open the SmartThings app”.
Hi @JDRoberts is there a way to see what devices are eligible to run locally? Or do you need to go from device to device and verify with the manufacturer? Sorry this may be a newbie question.
@h0ckeysk8er gave you the long answer, but at this point the short answer is that anything using an edge driver will run locally, and very soon that will be any Z wave, Zigbee, or thread Device.
The manufacturer won’t be able to say, it depends on your smartthings configuration. There are even a few LAN devices where the official integration runs cloud to cloud, but there’s a community option that can run locally.
Note, however, that at the device level, we are talking about “eligible to run locally.“ That doesn’t mean a specific routine/automation using that device will run locally, however. There are some routine features that can cause the routine itself to run in the cloud, even if the devices are eligible to run locally. For example, at the time of this posting, all scenes and lighting groups ran in the cloud even if the individual devices could run locally with a different routine.

* Lighting Groups
* Member Location
* Devices from cloud->cloud integrations
* Notification actions
* Weather triggers
