So I figured out how to get my Kasa KP-115’s to use the edge driver and report power. It is a bit convoluted so bear with me.
Using the Kasa app, connect the plugs to it.
Using the ST app, connect the Kasa app (New device->By Brand->TP-Link/Kasa)
You should now be able to see the Kasa devices in ST and control them. They won’t report power and use the cloud-to-cloud integration
Install @BarryA 's edge driver (SmartThings Channel and Drivers )
Go back to new devices and do a scan
You should now see all the plugs again, this time with edge driver’s
Once you add them, the devices will be duplicated.
You can remove the Kasa integration, the duplicates will be removed, and the devices should stay connected with the edge drivers

One more candidate:
@mlchelp has verified that the Shelly smart plug plus can do this. It’s a Wi-Fi plug, and you do not need to have a Smartthings/Aeotec hub to use it, power monitoring is reported through the official cloud to cloud integration. And you can use the power level as the “if“ in a smartthings routine. So I just mention it in case someone who doesn’t have a hub was interested because of the topic title.
This plug was very easy to set up, and yes, it does show power usage through the ST to Shelly cloud integration. You can also trigger routines based on power usage. I created a test routine to turn on a light, and it worked very well, turning the light on with no noticeable delay. It also seems like a quality product and is well-built. I assume that the EU version of the plug will work the same way with the cloud integration.
