I’m saying that if Postman does something and Alexa doesn’t isn’t that a problem with Alexa and not SmartThings? You are make connections that are not backed up by any facts.

I didn’t say that Alexa didn’t work. I am only trying to fulfill the account linking potion. I have actually tested the Alexa skill controlling my devices without a smartapp from the test section. It’s just not an official skill yet because I can’t finish my account linking setup.

Ultimately, what you are trying to do is wrong. You cannot create a custom command to SmartThings without a smartapp. The documentation you linked to says the same thing. Did you read it? Look at what i’ve circled in red.

And you have to create a SmartApp in SmartThings to link to your custom skill. I’m sorry man, but that’s how SmartThings works.

I am NOT an expert on developing custom cloud to cloud integrations. So I really can’t help you build your own Alexa Skill. As @Ryan780 has said, I would probably approach it with a SmartApp, as that has been the tried and true method of developing this on the SmartThings platform (SmartApps and Device Handlers.)

However, Samsung/SmartThings is working on a new API which may allow direct access to your ST devices via a REST API. Take a look below and I hope it helps you to achieve your goals.
