Smart app for wifi heater or help with changing level % into degrees

I would like to have a smartapp to control my wifi panel heater.
I now use a virtual dimmer switch which works but instead of controling temperature in percentages between 0-100% I would like to set level in degrees between 5-40 degrees.

Is there an app or does anyone have code to set proper level in degrees ?

Hi many thanks for your help but it does not work for me.
I can not control the device with virtual thermostat manager.

It does work with virtual dimmer switch, can control on/off and set temperature with level in %.
would be nice to control level in degrees with smaller range 5-40 degrees
